The meeting of the Educational-methodical association in the profile of "Medicine, Pharmaceuticals" was held in a round table format with the participation of the Director of the Department of Science and Human Resources of the Ministry of Health of the Republic of Kazakhstan "Problems and Ways to Solve the Implementation of the State Compulsory Standard of Technical and Vocational Education in the Medical and Pharmaceutical Specialties - 2019" on the base of Kostanay Higher Medical College. 

The main issues that were discussed at the meeting:

""On the implementation of the State Compulsory Standard of Technical and Professional, Post-secondary Education in the Medical Specialties 2019 is. There are Problems and Solutions". N. B. Ruzdenova is Chairman of EMA on the profile "Medicine, Pharmaceuticals".

"The results of an independent assessment of the knowledge and skills of college graduates under the medical education program, prospects and ways to improve". O. Asan is Deputy Chairman of the national public association "National Center for Independent Examination".

The Director of the Department of Science and Human Resources of the Ministry of Health of the Republic of Kazakhstan S.I. Sydykova made an opening statement. She greeted the participants in the meeting of the Republican EMA and noted the importance of decisions on the implementation of the State Compulsory Standard of Technical and Vocational Education in Medical and Pharmaceutical specialties - 2019 " and an independent assessment of graduate students.

N.B. Ruzdenova, chairman of the EMA for the profile “Medicine, Pharmaceuticals”, touched upon the main problems in implementing the State generally binding standard and suggested discussing how to overcome these problems.

The Directors and representatives of Medical Colleges of the Republic of Kazakhstan made a number of proposals on improving the implementation system of SSE. The Director of Kostanay Higher Medical College S.A. Katpenova suggested for the specialty "Laboratory Diagnostics" to conduct final certification in relevant disciplines. I.V. Kadysheva, Deputy Chairman of the EMA "Nursing" qualification "Applied Bachelor of Nursing" proposed to develop a training program for mentors so as not to attract foreign trainers in the future. The Director of Ust-Kamenogorsk Higher Medical College A.A. Akhmadiyev, raised the issue of employment of graduates in State Medical organizations.

Representatives raised questions about the results of an independent assessment of the knowledge and skills of college graduates in the medical education program, and about the prospects and ways of improvement. A report was made by O. Asan, Deputy Chairman of the Board of the Republican Public Association "National Center for Independent Examination". R.B. Nurlanova, consultant-methodologist of the Republican Higher Medical College supported the issue of making an independent assessment for students in the specialty "Nursing" qualification "Applied Bachelor". She proposed to consider the possibility of defending a thesis at the department, to consider all stages of an independent assessment in one core discipline.

Based on the results of the meeting of EMA, it was decided:

1. To the Directors of State and Non-state medical colleges of Kazakhstan:

Together with the managers and leading specialists of the clinical bases to ensure high-quality passage of professional practices of students, for which it is necessary:

1.1. Ensure the passage of industrial and professional practices in relevant healthcare organizations in accordance with the content of training programs indicating volumes and number of manipulations by type of practice
1.2. In order to qualitatively undergo clinical practice, mentors / mentors should be appointed who have undergone training or certification, and taking into account the number of students
1.3. Employers should be involved in the development and review of work curricula and curricula, training complexes and in assessing the knowledge and skills of students in practice using the three-chair method
1.4 The base of practice should create a safe environment for the practice and provide an introductory and working safety briefing.
1.5. Contracts with clinical facilities must be reviewed and the functions and responsibilities (of the educational institution, clinical base, and student) should be clearly reflected.
1.6. Training seminar should be held for teachers on credit-modular technology of training.
1.7. Indicators for the management and conduct of clinical practices, work efficiency, results of knowledge and skills of students should be included in indicators (KPI) of the activities of methodological leaders of college practices, mentors of clinical databases.

2. To Chairman of EMA on the profile "Medicine, Pharmaceutics" N.B. Ruzdenova:

2.1. The introduction of a Credit-modular system in the educational process from September 1, 2019-2020 academic year
2.2. A workshop on the results of introducing credit-modular technology into the system of secondary medical education should be held in May 2020.
2.3. EMA in the specialties should intensify the work on the development of working training programs, syllabuses, educational-methodical complexes of disciplines, teaching materials on independent work of students
2.4. The necessary conditions must be created to provide students with educational and methodological material for the implementation of independent work 2.5. At EMA meetings in the specialties, questions of the assessment of students, assessment of learning outcomes should be considered and prepared draft recommendations.

3. To the Directors of Higher Medical Colleges providing training in specialty 0302000 "Nursing" with qualifications 0302054 "Applied Bachelor of Nursing" with a study period of 3 years 6 months and 1 year 6 months:

In accordance with the amendments and addenda to the order of the Minister of Education and Science of the Republic of Kazakhstan dated March 18, No. 125 "On approval of the Model Rules for monitoring, performance, intermediate and final certification of students for organizations of technical and vocational, post-secondary education" dated September 16, No. 410 , paragraphs 23 and 28, provide for graduates of specialty 0302000 "Nursing" with qualifications 0302054 "applied bachelor of nursing" with a study period of 3 years 6 months and 1 year 6 months in defense of the thesis and conducting the final certification in accordance with the rules of assessment and skills enrolled in programs of medical education, approved by the Order of the Republic of Kazakhstan Minister of Health of 23 April 2019 № RK MH 46.
